There is no such thing as sitting in lotus posture for a few hours and having their legs amputated. It was probably that person’s own physical condition, unrelated to the posture. If you continue sitting, the legs will naturally unblock. People with weaker Qi may take longer. Someone has also shared that when his legs feel numb or painful, he practices vase breathing, which helps the Qi to flow and relieves the discomfort.
